Housing & Community Development works to provide affordable housing opportunities for low to moderate income residents of Harford County. We administer a range of Federal, State, and County funded programs providing opportunities for affordable home ownership, loans and grants for special needs housing programs, rental assistance, renter protection through Livability Code enforcement, first-time homebuyers, housing preservation, foreclosure prevention, economic mobility, family self-sufficiency, and financial literacy.   

Mission Statement

Harford County Housing & Community Development strives to offer housing and supportive services for low-income families, seniors, and those with disabilities, so they can become self-sufficient and productive residents of the community. We encourage and contribute to the development of healthy, self-sustaining communities by creating partnerships with governments, nonprofits, faith communities, and citizens to identify and address the needs of Harford County residents and neighborhoods. 


The Baltimore Regional Project-Based Voucher Program, which includes Harford County Office of Community and Economic Development, as a partner agency, has made the following awards of project-based vouchers:

May 2018 Awards
o    Five (5) to Homes for America for Homes for Fountain Green in Bel Air
o    Two (2) to Homes for America for Red Maple Place in Towson
o    Eight (8) to PIRHL Developers, LLC for Severn Crossroads in Severn
o    Eight (8) to Woda Cooper Development, Inc. for 7410 Grace Drive in Columbia
o    Eight (8) to Woda Cooper Development, Inc. for Brock Bridge Landing in Jessup

November 2017 Awards
o    Fifteen (15) to Volleyball House Apartments, LLLP for Riverwatch II in Elkridge
o    Six (6) to Towne Courts LLC in Annapolis.
