About the Program
The Housing Choice Voucher Program, commonly known as “Section 8”, is a federally funded program that subsidizes rents for eligible participants who rent units in the private market. It is designed to assist very low-income families, the elderly and the disabled to rent decent, safe and sanitary housing. A housing subsidy is paid directly to the landlord on behalf of a participating family.

Administrative Plan
The Administrative Plan (pursuant to 982.54) covers both admission and continued participation policies for the program and will be utilized by Housing & Community Development. A copy of this plan has been submitted to the Department of Housing and Urban Development (HUD).
If you are on the HCV Waiting List, and there has been a change in your contact information, you must submit the Address Change Request. Failure to provide your current contact information may result in your name being removed from the Waiting List.
Harford County is a partner with the Baltimore Metropolitan Council (BMC) and others in the Baltimore Regional Project-Based Voucher (PBV) Program. On behalf of the partners, BMC is seeking qualified and experienced developers to apply for affordable housing subsidies for new construction, substantial rehabilitation, or existing housing.
Proposals must be received by BMC no later than 4:00 p.m. on Friday, August
7, 2020. Successful applicants may be eligible for scoring incentives in
the upcoming 2020 competitive round of Low Income Housing Tax Credit (LIHTC)
awards conducted by the Maryland Department of Housing and Community
Development (DHCD).
BMC will host a virtual pre-proposal conference for interested developers
on Wednesday, July 29, 2020 at 9:30 a.m. See the RFP for
